I should write a short job specification for a specific project (or several). Argue Guru.com and get that many answers. Some are repetitive (standard text) and some show that people have taken the time to review the project and respond. Ignore the first and work hard in qualifying the latter through references, questions and interest. This has worked well for me and now I have a short list of partners who use it constantly. Some are in India, some in the U.S., and one is in Eastern Europe. The work is going well and costs are attractive. The key to my success, thought, was working hard up front to qualify members before spending money, then giving each a single project no additional commitments. One does not perform well and I fell.
